Sheriff's Deputy Steven Seagal and his team run across a man waving a gun on a highway, they discover that the gun is fully loaded and so is the driver. Then Seagal spots a mysterious car in an abandoned warehouse area and learns first-hand the lingering fallout from Hurricane Katrina. Meanwhile, Seagal must take the department's firearms qualification test.
